ARRL Logbook of the World Returns to Service

Effective 12:00pm ET / 16:00 UTC we will be returning Logbook of The World® (LoTW®) to service.

As work progressed on the network, some users encountered LoTW opening briefly during which some 6600 logs were uploaded. The logs were not processed until this weekend as we tested that the interfaces to LoTW were functioning properly.

We are taking steps to help manage what will likely be a huge influx of logs. We are requesting that if you have large uploads, perhaps from contests or from a DXpedition, please wait a week or two before uploading to give LoTW a chance to catch up. We have also implemented a process to reject logs with excessive duplicates. Please do not upload your entire log to “ensure” your contacts are in LoTW as they will be rejected. Lastly, please do not call ARRL Headquarters to report issues you are having with LoTW. You can contact support at [email protected].

Through the end of the year, you may experience planned times when LoTW will be unavailable. We have been using this time to evaluate operational and infrastructure improvements we would like to make to LoTW. Those times will be announced.

We appreciate your patience as we worked through the challenges keeping LoTW from returning to service. We know the importance of LoTW to our members, and to the tens of thousands of LoTW users who are not ARRL members. LoTW, just behind QST, is our second most popular ARRL benefit.

FCC To Vote on Removing Symbol Rate Restrictions

ARRL – The National Association for Amateur Radio® welcomes news of a scheduled vote by the Federal Communications Commission (FCC) to consider removing symbol rate restrictions that restrict digital modes, foster inefficient spectrum use, and dampen incentives for innovation.

In the draft Commission decision, the FCC would replace the current HF restrictions with a 2.8 kHz bandwidth limit. The Commission also announced that it will consider a Further Notice in which it will propose eliminating similar restrictions where they apply in other bands and consider relying on signal bandwidth limits. If both actions are adopted by the Commission, there will be a period for public comment on the Further Notice issues.

In announcing the proposed Commission actions, FCC Chairwoman Jessica Rosenworcel said that “We’re bolstering amateur radio. We will vote on a proposal to incentivize innovation and experimentation in the amateur radio bands by removing outdated restrictions and providing licensees with the flexibility to use modern digital emissions.”

ARRL requested and strongly supports replacing the symbol rate limits on the HF bands with a 2.8 kHz bandwidth limit. ARRL also supports eliminating the symbol rate limits in favor of the already-existing bandwidth limits where they apply on the VHF and UHF bands and eliminating the similar limits 2200 and 630-meter bands.

ARRL Director of Emergency Management Josh Johnston, KE5MHV, said the changes will result in a tremendous time savings during disasters, when every second counts. “We will be very pleased to have the FCC remove the restrictions on symbol rate for the amateur bands. This will eliminate the need for temporary waivers during an event and provide the ability to train and exercise using the higher symbol rate, allowing increased data capability to our served agencies and partners.”

Congresswoman Debbie Lesko (AZ-08) introduced The Amateur Radio Communications Improvement Act (H.R. 3241) on May 11, 2023, to require that the FCC eliminate the obsolete HF digital symbol rate limit with a 2.8 kHz bandwidth limit.

The Congresswoman subsequently addressed the issue with Chairwoman Rosenworcel in a Congressional oversight hearing. The changes are supported by many state emergency management officials.

ARRL will continue to engage on this matter.

Devastating Hawaii Wildfires Prompt Response from Amateur Radio Emergency Service

ARRL  The National Association for Amateur Radio® is closely following updates from the Hawaii Amateur Radio Emergency Service®, Hawaii ARES®, as amateur radio operators respond following deadly wildfires on the Hawaiian island of Maui.

On Tuesday, August 8, wildfires, fueled by the strong winds of Hurricane Dora, were burning in Maui and Hawaiʻi Counties. By the next day, much of Lāhainā on Maui had been destroyed.

ARRL Section Manager Jospeh Speroni, AH0A, who serves the Pacific Section including Hawaii and US territories in the Pacific, sent a message to members across the Section on Wednesday. “The suddenness of the Maui Disaster is shocking. It affects us all,” he said. Speroni said it was difficult to know immediately the status of radio amateurs and equipment on Maui, including repeaters and gateways. “Sadly, there are now confirmed deaths and several of our ham friends have lost their homes.”

Speroni reported that the ARRL Hawaii ARES website, https://hawaiiares.net, was modified to provide the latest emergency communications news. The website includes updates on Maui’s amateur radio and communication infrastructure, including affected and operational radio systems, repeaters, and other emergency communication details.

“Wildfires have affected phones, internet, and cell services across Maui. VERY Limited Cell contact was established with Lahaina or its ham operators due to burned fiber lines and VERY limited hams in the area,” included one of the updates.

Hawaii has many amateur radio repeaters and an extensive internet-linked repeater system, including KH6COM, a VHF/UHF Maui countywide system with emergency backup power. An update, as of August 11, 2023, shares that the KH6COM repeater system is operational in Central Maui, Haleakala Summit, Lanai, and Molokai. “Repeaters on the Whaler and Kaanapali Beach Hotel lost linking due to fiber optics cables burned. Those in Lahaina can utilize the Pu’u O Hoku Ranch repeater at the East end of Molokai.”

“Our thoughts and prayers go out to the people of Hawaii and especially the Island of Maui,” said ARRL Director of Emergency Management Josh Johnston, KE5MHV. “[ARRL] was in initial contact with Section Manager Joe Speroni, AH0A, on Wednesday, August 9, and we have had daily briefs with him. This is an exceedingly challenging time for Hawaii, and we will be available as needed.” ARRL has offered equipment available through ARRL Ham Aid, a program established in 2005 and funded through donations that makes emergency communications equipment available on loan to amateur radio organizations during disaster response when communications equipment is unavailable.

Johnston emphasized that most of amateur radio communications, including any messages being relayed, are being handled on the existing repeater system in the state. On shortwave, HF stations across Hawaii are operating nets on 7.088 MHz.

The Federal Emergency Management Agency (FEMA), on Saturday, August 12, reported that “more than a dozen federal agencies and departments are mobilized to assist state, county, nonprofit and private sector partners to help the people of Hawaii with recent devastating wildfires. Personnel from FEMA, federal agencies and voluntary organizations are arriving daily to Hawaii to support active response and initial recovery efforts.”

Two New Digitpeating Amateur Radio Satellites Approved

The International AmateurRadio Union (IARU) has coordinated two European digipeating satellites that are scheduled to launch in fall 2023. At the Technical University of Košice in Slovakia, satellite Veronika, a 1U CubeSat, is scheduled for launch on a Falcon 9 launcher on the Transporter 9 mission in October 2023.

The satellite will be equipped with a 24/7 digipeater on two different bands, as well as experimental slow-scan digital video (SSDV) transmissions. There is an education and outreach mission planned to involve Slovak grammar and high schools, and to transmit special CW and AX.25 messages on several special occasions. The satellite will be equipped with a novel Attitude Determination and Control System (ADCS) subsystem, including electromagnetic actuators and a global navigation satellite system (GNSS) receiver. This will also help to identify the satellite during the first days and weeks of orbit.

The satellite will communicate using Spacemanic’s well-known Murgas transceivers (BDSat-1, BDSat-2, Planetum-1).Altogether, Veronika will provide: AX.25 telemetry, a CW beacon, a digipeater, AX.25 and CW messages on special occasions for community engagement, experimental SSDV transmissions, SatNOGS integration, a decoder, and a dashboard. A downlink on 436.680 MHz has been coordinated, and it will use 9k6 G3RUH AX.25 and a CW beacon. A SpaceX launch on the Transporter 9 mission will send the satellite to a 500/600-kilometer polar orbit.

The Romanian Federation of Amateur Radio (FRR) is preparing the ROM-3 for launch in October or November 2023. ROM-3 is a 50 x 50 x 100-millimeter picoSAT with three missions and objectives. Its primary mission is to act as a digital amateur radio repeater. Its secondary mission is to transmit low-resolution SSDV images in a Gaussianfrequency shift keying (GFSK) mode. The tertiary mission is to transmit a CW beacon that will help amateur radio operators detect the presence of the satellite and measure basic properties of the signals, such as its strength, fading due to spinning, and Doppler to measure speed. A downlink on 436.235 MHz has been coordinated for 20 WPM on CW, 500 (bps) GFSK telemetry, and 5 (kBps) GFSK SSDV. A SpaceX launch will send ROM-3 into a 500-kilometer polar orbit.

ARRL Files Comments Against “Seriously Flawed” HF Rules Petition

ARRL  The National Association for Amateur Radio®, as part of its mission to protect Amateur Radio, has filed comments against a proposal that would introduce high-power digital communications to the shortwave spectrum that in many instances is immediately adjacent to the Amateur HF bands.

The “Shortwave Modernization Coalition” (SMC), which represents certain high-frequency stock trading interests, filed the petition with the Federal Communications Commission (FCC). ARRL responded on behalf of its members and the 760,000 licensees of the Amateur Radio Service in the US.

The ARRL Laboratory performed a detailed technical analysis over several months to determine if the proposed rules would affect operations on the bands allocated to Radio Amateurs that are inter-mixed with the Part 90 bands in the spectrum in question.

ARRL’s analysis determined that, if the proposed rules are adopted, the new operations inevitably will cause significant harmful interference to many users of adjacent and nearby spectrum, including Amateur Radio licensees. Ed Hare, W1RFI, a 37-year veteran of the ARRL Lab and internationally recognized expert on radio frequency interference, was the principal investigator on the study. Hare concluded the petition should not be granted. “This petition seeks to put 50 kHz wide, 20,000-watt signals immediately next to seven different amateur bands with weaker protections against interference than required in other services,” said Hare.

In its formal opposition, ARRL stated, “That destructive interference would result if operations commenced using anything close to the proposed maximum levels.”

ARRL’s filed comments highlight flawed analysis and incomplete data submitted by the petitioners. It noted the petitioners “…significantly understate the harmful interference that is not just likely, but certain, if the rules proposed by SMC are adopted as proposed. It is noteworthy that SMC’s proposed rules would provide less protection than the much-lower power amateur radio transmitters are required to provide Part 90 receivers.” ARRL’s opposition also noted that there was no reported tests conducted with Amateur or other affected stations, but referenced a spectrum capture in the Comments filed with the Dayton Group that showed actual interference into the Amateur 20-meter band from one of the High Frequency Trading experimental stations.

Part 90 HF rules currently authorize a maximum signal bandwidth equal to a voice communications channel, at up to 1000 W peak envelope power (PEP). The petition seeks multiplication of signal width, greater transmitted power, and weaker rules that protect users of adjacent spectrum. ARRL’s comments expose the likely fallout:

“Incredibly, notwithstanding the significant increase in potential interference that would result from using digital schemes with 50 kHz bandwidths and 20,000 watts of power, SMC also proposes to substantially lessen the protections required to protect adjacent and neighboring licensees. SMC proposes [out-of-band emissions] limits that offer less protection than the existing Part 90 limits and would actually permit no attenuation (0 dB) at the edge of adjacent allocations, many of which are bands allocated to and heavily used in the Amateur Radio Service. Consistent with lessening protections while increasing the potential for harmful interference, SMC also proposes a lower limit for spurious emissions. SMC would reduce the existing protection of -73 dB for the applicable 1000-watt power limit to just -50 dB protection for their proposed 20,000-watt limit. Due to the much wider 50 kHz proposed bandwidth, the resulting interference would penetrate deep into the adjacent Amateur bands.”

The proposal has been assigned FCC Docket No. RM-11953. While the period for commenting on the petition has now closed, replies to comments in the record may now be submitted.

Hundreds of licensed Radio Amateurs filed comments in the Docket, expressing overwhelming opposition to the proposal. Those interested may read ARRL’s full comments and the results of the technical analysis, which are included in the filing. “If granted as written, this would be devastating to Amateur operation for many tens of kHz into our bands,” said Hare.

ARRL will continue to advocate for its members and the Amateur Radio Service in this proceeding.

Field Day 2023: Weekend of June 24-25

The American Radio Relay League (ARRL) / Radio Amateurs of Canada (RAC) Field Day is held annually during the fourth full weekend in June. This year’s event will be held on Saturday, June 24 and Sunday, June 25, beginning at 1800 UTC Saturday and running through 2059 UTC Sunday.

Sponsored by the ARRL and RAC (but organized primarily by the ARRL), Field Day is open to all Amateur Radio operators covered by these two International Amateur Radio Union (IARU) member organizations.

Changes to the RAC Field Organization

Changes to the RAC Field Organization Sections Effective January 1, 2023 –

As previously reported, on May 25, 2022, the Board of Directors of Radio Amateurs of Canada approved changes to the RAC Field Organization which will take effect on January 1, 2023. 

The RAC Field Organization will be reorganized into the following Sections effective January 1, 2023:

•        Newfoundland and Labrador (NL)

•        Nova Scotia (NS)

•        Prince Edward Island (PE)

•        New Brunswick (NB) – the Maritime Section (MAR) will be abolished.

•        Quebec (QC)

•        Ontario East (ONE)

•        Golden Horseshoe (GH) – currently called Greater Toronto Area (GTA).

•        Ontario South (ONS)

•        Ontario North (ONN)

•        Manitoba (MB)

•        Saskatchewan (SK)

•        Alberta (AB)

•        British Columbia (BC)

•        Territories (TER) – Northwest Territories, Yukon and Nunavut will be combined into one section.

What it Means for Contesting….

In his column “The Sports Page: The Canadian Contest Scene” in the September-October 2022 issue of The Canadian Amateur magazine, Tom Haavisto, VE3CX, discussed the impact of the changes to the RAC Field Organization on contesting.

These changes do not affect any other ARRL contests or any other contests. The following column was prepared with input from several of the RAC volunteers who are working behind the scenes on your behalf.

The RAC Field Organization is divided into “Sections” that cover defined geographic areas, usually a province. Every issue of The Canadian Amateur magazine has a “Section News” column in which Section Reports  briefly describe the important role that volunteer Amateurs provide to their communities across Canada. There is absolutely no better way to visualize the commitment and dedication of these hard working volunteers than to read the reports and articles submitted to the Public Service / Auxiliary Communication Service column and the Section News
(see pages 43-52).

For reasons of tradition, those four ARRL events have always used the Sections of the Field Organizations in Canada and the United States in the exchange as well as for multipliers. Sweepstakes (SS) is the oldest of the four and began as a competition in passing formal messages back in the 1930s when handling “Radiograms” was a very large part of Amateur Radio.

As time went on, the Sweepstakes CW and Sweepstakes SSB became less like message handling events and more like the contests that we know and love today. This is where the quirky rules of Sweepstakes came from – they are based on this history of message handling.

In both Canada and the United States, changes in the Field Organizations were always made for their own internal reasons, independent of contests.

Over the years, the ARRL’s Contest Management Team have adjusted their contest rules to follow changes as they are made. The ARRL has already indicated that they will adjust the rules of Field Day, SS CW, SS SSB and the ARRL 160m contest to mirror the decisions of the RAC Board.” – continued at the link provided below:

Restructuring of the Field Organization – Radio Amateurs of Canada (rac.ca)

Amateur Radio Operators Invited to participate in Asteroid Bounce Experiment

ARRL – The High-frequency Active Auroral Research Program (HAARP) will be conducting a research campaign/experiment on December 27, 2022, with transmissions between 1100 – 2300 UTC (0200 – 1400 AKST).

This experiment will reflect HAARP transmissions off of Near-Earth Asteroid (NEA) 2010 XC15, and the echo will be received by the Owens Valley Radio Observatory Long Wavelength Array (OVRO-LWA) at the California Institute of Technology (Caltech) and by the University of New Mexico’s Long Wavelength Array (UNM-LWA). The target asteroid will be roughly two lunar distances away from Earth at the time of transmission. Characterizing the interior structure and composition of NEAs is critical for advancing the understanding of solar system evolution and aiding in planetary defense.

Actual transmit times are highly variable based on real-time ionospheric conditions and all information is subject to change. Currently, the Asteroid Bounce (2010 XC15) experiment will take place Dec. 27, 2022, from 1100 UTC to 2300 UTC; 9.6 MHz, LFM (linear FM), 0.5 Hz WRF (waveform repetition frequency), 30 kHz bandwidth. Reports recording echo are encouraged; demodulated recordings in .wav or .mp3 are recommended.

Upcoming ARISS Contact with Maitland Air Cadets

Amateur Radio on the International Space Station (ARISS) has received schedule confirmation for an ARISS radio contact between an astronaut aboard the International Space Station (ISS) and Youth Members of the Maitland Air Cadet Squadron located in Goderich, Ontario.

The ARISS radio contact is scheduled for December 16, 2022 at 12:25 pm EST (Goderich) (17:25 UTC, 11:25 am CST, 10:25 am MST, 9:25 am PST).

ARISS conducts 60-80 of these special Amateur Radio contacts each year between students around the globe and crew members with Amateur Radio licenses aboard the ISS.

The Maitland Air Cadet Association supports the activities of the local air cadet squadron and provides enhanced support to the Air Cadet squadron. Maitland Air Cadet Squadron is a joint effort by the Department of National Defence, the Air Cadet League of Canada and the Royal Canadian Legion branch 109 in Goderich, Ontario. The aims of the Air Cadet program are: to develop in youth the attributes of good citizenship and leadership; to promote physical fitness; to stimulate an interest in the air element of Canadian Forces. Educational activities in preparation for this ARISS contact involves cadets designing/building VHF antennas, tracking the ISS and decoding ISS-APRS messages. Basic Qualification Amateur Radio courses for all cadet levels are being offered, giving them the opportunity to become a certified amateur radio operator.

This will be a direct contact via Amateur Radio allowing cadets to ask their questions of Astronaut Josh Cassada, KI5CRH. Local Covid-19 protocols are adhered to as applicable for each ARISS contact. The downlink frequency for this contact is 145.800 MHZ and may be heard by listeners that are within the ISS-footprint that also encompasses the relay ground station.

The Amateur Radio ground station for this contact is in Goderich, Ontario. Amateur Radio operators using call sign VA3SQN will operate the ground station to establish and maintain the ISS connection.
