For the 13th consecutive year, The 3916 Nets will be presenting The Santa Net on 3.916 MHz. Good girls and boys can talk to Santa Claus, via amateur radio, nightly at 7:30 PM (Central) starting Friday, November 23, 2018. The Santa Net will run nightly at 7:30 PM Central through Christmas Eve, December 24, 2018.

Pete Thomson (KE5GGY), of The 3916 Nets, commented on The 3916 Santa Net. He said, “Christmastime is our favorite time of the year on 3.916 MHz. Our group thoroughly enjoys helping young people and their families have a shared Christmas experience that they’ll always remember. In addition, Santa Net has introduced a lot of young people to the magic of amateur radio.”

Youngsters can talk to “Santa at The North Pole” via strategically placed operators who relay the voice of Santa. Thomson said that The Santa Net is a team effort that involves the efforts of a number of 3916 Net members. He said, “In our first year, we connected 10 kids to Santa on Ham Radio and it’s grown steadily since. For 2018, we’re expecting between 600-700 children to participate.”

Limited Edition RAC 25th Anniversary Challenge Coin

In May 2018, Radio Amateurs of Canada was pleased to introduce the special RAC 25th Anniversary Challenge Coin as part of its year-long celebrations. The coin was designed by Mike Hutchison and was custom-designed and manufactured by KingPins for RAC. 

Its design depicts the commitment to a strong 25 years of Amateur Radio with a large maple leaf acknowledging a true sense of Canadian pride. The back design is the classic RAC logo with a beautiful gold crest and accents. It is a unique collectable and is a great collectors piece for any member of the Amateur Radio community. 

In his Message in the November-December 2018 issue of The Canadian Amateur magazine, RAC President Glenn MacDonell, VE3XRA, indicated: 

“There has been a good response to the RAC Challenge Coin Program in which a limited number of collectible coins were created in honour of RAC’s first 25 years. These are available to anyone donating $100 or more to RAC. 

Each has a unique serial number (#001 went to the person contributing the most in the first two weeks and the next to go was #073 ). Many contributors picked the year they became an Amateur or other personally significant numbers. 

We still have some Challenge Coins available and they can be ordered by completing the online form or by calling the RAC office. They could be a good way for clubs to honour a member for an important contribution. They would also be a great birthday or Christmas present.”

Facebook – I Quit

Well after some thought, I shutdown my Facebook page.  There were a few reasons why I did, but the main reason was the invasion of privacy.  It wasn’t the increased BS, the fake news and the political crap, it ended up being that Facebook was monitoring my private text messages with my family and friends.

When I first joined, the conditions you had to agree too to install the app was very basic, kind’a, but it didn’t monitor your private messages. But along the way, they added the ability to monitor private messages, but did not notify you as such.  Only if you deleted the app and reinstalled, or re-read the conditions, would you have known.

Either way, I felt, that not having the option to turn off specific access to a service or app on my phone, was a little too much, after all these years.

Taking a few weeks and actually paid attention to what I was reading and seeing what interaction I was having with my family and friends, I decided that it was time.

I had investigated other social platforms that allowed me to carry on my photography, communications and computing hobbies and found a couple of new ones that focused on security and minimal amount of personal information that is handed over.

Pluspora, a side group, or pod, of diaspora* software. A group that focus’s on 3 main ideas. Decentralised servers, the freedom to post what you want and how much of you you want to release and privacy.  You own your data.

Another platform that has a mantra of “No Ads. No Spyware. No BS.” is MeWe.  MeWe has the Google+ feel to it, and that is why a lot of people have been migrating to it, since the Google+ shutdown was announced.

Both platforms are working hard on getting the former Google Plusers and attracting Facebook users to convert over.  I am now using Pluspora and Twitter as my main platforms, with MeWe and Tumblr as my home away from home sites. You can follow me at:

UKube-1 falls silent

UKube-1, the UK Space Agency’s first CubeSat, was launched into space in July 2014. It completed its successful nominal mission fourteen month later in September 2015

Since that date, for the past three years, the FUNcube based payload has continued to provide a transponder for use by radio amateurs and, additionally, 30+ channels of real time telemetry for STEM outreach and for use by schools and colleges. These downlinks have operated continuously on the 145 MHz band and more than 450 stations have supported this ongoing activity. They have uplinked the telemetry data to the FUNcube Data Warehouse where it is stored and available for research.

Just before midnight (UTC) on Thursday 18th October, the Warehouse received a data frame from KB6LTY, Christy Hunter in California. This is the last record of signals being received from the spacecraft and since that date, careful observations have failed to detect any signals from either of the transmitters carried by the spacecraft.

An early analysis of the last telemetry received has not shown any obvious anomalies, but this work continues.

Although it is obviously sad for both the amateur and educational worlds to lose such a valuable resource, both AO73-FUNcube 1 and EO88-Nayif 1 continue to operate nominally and JY1SAT and ESEO are expected to launch before the end of 2018.

Astronaut, Cosmonaut Safe in Wake of Soyuz Launch Failure

ARRL – A Russian Soyuz spacecraft crew launch to the International Space Station (ISS) suffered an emergency booster failure shortly after lift-off from Kazakhstan on October 11, but the crew is safe. On board the Soyuz MS-10 were US Astronaut Nick Hague, KG5TMV, and Russian Cosmonaut Aleksey Ovchinin.

NASA Administrator Jim Bridenstine was in attendance at the launch in order to discuss with Russian space agency Roscosmos a mysterious hole that had apparently been drilled through the side of the last Soyuz vehicle. That spacecraft had successfully carried cosmonaut Sergey Prokopyev, and astronauts Serena Auñón-Chancellor, KG5TMT, and Alexander Gerst, KF5ONO, to the ISS last spring. In a statement, Bridenstine promised “a thorough investigation” into the cause of the October 11 aborted launch.

“Shortly after launch, there was an anomaly with the booster and the launch ascent was aborted, resulting in a ballistic landing of the spacecraft,” Bridenstine said. “Search and Rescue teams were deployed to the landing site. Hague and Ovchinin are out of the capsule and are reported to be in good condition.” The pair was returned to the Baikonur Cosmodrome in Kazakhstan en route to Gagarin Cosmonaut Training Center in Star City. This was Hague’s first launch and Ovchinin’s second.

Bridenstine and the NASA team are monitoring the situation carefully, the space agency said, adding that NASA is working closely with Roscosmos.

Early this month, NASA issued a statement regarding the late-August discovery of a mysterious 2-millimetre hole in the wall of the Soyuz capsule that is now docked to the ISS. The resulting air pressure leak has since been repaired. There is no indication the launch failure and the mystery hole in the last Soyuz launched are connected.

Roscosmos said the hole was not drilled by accident, opening the possibility of sabotage. Roscosmos Director General Dmitry Rogozin earlier ruled out a manufacturing defect.

“[This] indicates that this is an isolated issue which does not categorically affect future production,” the NASA statement said. “This conclusion does not necessarily mean the hole was created intentionally or with mal-intent.”

Roscosmos has claimed the hole may have been drilled by a technician on the ground. NASA and Roscosmos continue to investigate the incident to determine the cause. A November spacewalk was planned in order to gather more information.

In the wake of the Soyuz failure, operations to transport ISS crew members have been suspended. The current ISS crew of Auñón-Chancellor, Gerst, and Prokopyev is scheduled to return to Earth in December.

Ontario Taking Immediate Action to Replace the Province’s Crumbling Public Safety Radio Network

RELEASE – Ontario’s Government for the People is taking immediate action to keep Ontarians safe and protect communities by replacing the province’s crumbling Public Safety Radio Network, which frontline and emergency responders rely on during emergencies.

“This modernization project is long overdue,” said Premier Ford. “Our frontline and emergency responders need to have reliable, modern tools and resources in place to do their jobs and we are going to make sure this life-saving system gets underway.”

This multi-faceted project will ensure Ontario’s more than 38,000 frontline and emergency responders — including OPP police officers, paramedics and hospital staff, fire services, provincial highway maintenance staff, as well as enforcement and correctional officers — can count on the communications infrastructure, network and equipment they need when responding to emergencies.

“Ontario’s Public Safety Radio Network is one of the largest and most complex in North America and yet one of the last not to comply with the North American standard,” said Michael Tibollo, Minister of Community Safety and Correctional Services. “The daily service outages experienced with the network compromise our frontline and emergency responders’ ability to react to emergencies and put the safety of the public at risk.”

The modernization project will:

  • Rebuild the network’s aging infrastructure (telecommunications towers, antennae, shelters and technology) that provides essential public safety radio coverage across the province
  • Provide frontline and emergency responders, as well as their dispatchers, with the state-of-the-art radio equipment and consoles they need to manage calls and ensure the right responders get to the right place with the right information at the right time
  • Provide maintenance services to restore network connection and repair equipment for a duration of 15 years.

“The Public Safety Radio Network is essential to helping front-line responders communicate with each other to provide Ontarians with vital emergency services,” said Christine Elliott, Minister of Health and Long-Term Care. “By replacing this aging system with state-of-the-art technology, we are providing resources to paramedics, police officers, fire services and others to keep Ontarians safe.”

The new network is expected to be fully operational by 2023, with new service phased in by 2021. Infrastructure, equipment and services required to set up and maintain the new network will be acquired through a multi-vendor procurement process. The new network will also present potential opportunities for generating revenue, which will benefit taxpayers. In the meantime, a risk mitigation strategy has been developed to ensure that public safety is not compromised and that the current network is maintained until the new network is fully operational.

“This network is critical to my ministry staff in the North,” added Jeff Yurek, Minister of Natural Resources and Forestry. “Much of their work is done well beyond cell towers — including our brave fire service members who need to stay connected with crews on the ground, as well as our conservation officers while patrolling remote areas. This important investment will provide better service for the people of Ontario and greater security for ministry staff who depend on this network to keep communities safe.”

“The recent tornadoes experienced in Eastern Ontario prove how important it is for us to modernize our Public Safety Radio Network,” said Steve Clark, Minister of Municipal Affairs and Housing. “The upgrades will help municipal first responders like paramedics, fire services and police do their important jobs better.”

Google to shut down Google+

The Guardian – Google to shut down Google+ after failing to disclose user data leak.

Company didn’t disclose leak for months to avoid a public relations headache and potential regulatory enforcement.

This March, as Facebook was coming under global scrutiny over the harvesting of personal data for Cambridge Analytica, Google discovered a skeleton in its own closet: a bug in the API for Google+ had been allowing third-party app developers to access the data not just of users who had granted permission, but of their friends.

If that sounds familiar, it’s because it’s almost exactly the scenario that got Mark Zuckerberg dragged in front of the US Congress. The parallel was not lost on Google, and the company chose not to disclose the data leak, the Wall Street Journal revealed Monday, in order to avoid the public relations headache and potential regulatory enforcement.

Disclosure will likely result “in us coming into the spotlight alongside or even instead of Facebook despite having stayed under the radar throughout the Cambridge Analytica scandal”, Google policy and legal officials wrote in a memo obtained by the Journal. It “almost guarantees Sundar will testify before Congress”, the memo said, referring to the company’s CEO, Sundar Pichai. The disclosure would also invite “immediate regulatory interest”.

Shortly after the story was published, Google announced that it will shut down consumer access to Google+ and improve privacy protections for third-party applications.

In a blog post about the shutdown, Google disclosed the data leak, which it said potentially affected up to 500,000 accounts. Up to 438 different third-party applications may have had access to private information due to the bug, but Google apparently has no way of knowing whether they did because it only maintains logs of API use for two weeks.

“We found no evidence that any developer was aware of this bug, or abusing the API, and we found no evidence that any profile data was misused,” Ben Smith, the vice-president of engineering, wrote in the blogpost.

Smith defended the decision not to disclose the leak, writing: “Whenever user data may have been affected, we go beyond our legal requirements and apply several criteria focused on our users in determining whether to provide notice.”

None of the thresholds for public disclosure were met, Smith said. 

There is no federal law that obliges Google to disclose data leaks, but there are laws at a state level. In California, where Google is headquartered, companies are only required to disclose a data leak if it includes both an individual’s name and their Social Security number, ID card or driver’s license number, license plate, medical information or health insurance information.

Google also announced a series of reforms to its privacy policies designed to give users more control on the amount of data they share with third-party app developers.

Users will now be able to have more “fine grained” control over the various aspects of their Google accounts that they grant to third-parties (ie calendar entries v Gmail), and Google will further limit third-parties’ access to email, SMS, contacts and phone logs.

David Carroll is a US professor who sued Cambridge Analytica earlier this year to find out what data the company had stored about him. He said that given the legal issues Facebook faces over its Cambridge Analytica cover-up, it’s not surprising Google tried to keep the leak out of the public eye.

“Google is right to be concerned and the shutdown of Google+ shows how disposable things really are in the face of accountability,” he said.

For others, the leak was further evidence that the large technology platforms need more regulatory oversight.

“Monopolistic internet platforms like Google and Facebook are probably ‘too big to secure’ and are certainly ‘too big to trust’ blindly,” said Jeff Hauser, from the Centre for Economic and Policy Research.

He argued that the US Federal Trade Commission should move toward “breaking these platforms up”.

“In the interim, since we cannot trust that we know much or even most of what ought to concern the public, the FTC should install public-minded privacy monitors into the firms as an element of accountability.”

Simulated Emergency Test: October 2018

Date: Saturday, October 13

Note: In Ontario the Simulated Emergency Test will be held on Saturday, October 13 but at Emergency Operations Centres that are located in Municipal offices, that can’t get access on the weekend, the SET will also be held on Wednesday, October 10.

The Simulated Emergency Test is a North America-wide exercise in emergency communications, administered by the American Radio Relay League (ARRL) and the RAC Emergency Coordinators and Net Managers. Both the Amateur Radio Emergency Services (ARES) and the National Traffic System (NTS) are involved. The SET weekend gives communicators the opportunity to focus on the emergency-communications capability within your community, while interacting with NTS nets.

RAC administers our Canadian SETs. Among other objectives we aim to strengthen the relationship between ARES and served municipalities and relief agencies. It is vitally important that this be done at the local EC level.

The deadline for receipt of all reports is January 31, 2019.

After their chosen SET weekend, participating ECs, Net Managers or others must complete the SET forms online. Please send a copy to your Section Manager (SM) and to your Section Emergency Coordinator (SEC) or Section Traffic Manager (STM) as applicable. Purpose of SET
  • To find out the strengths and weaknesses of the ARES, NTS and other groups providing emergency communications.
  • To provide a public demonstration to served agencies, such as the Red Cross, of Emergency Preparedness and, through the news media, of the value to the public that Amateur Radio provides, particularly in time of need.
  • To help Radio Amateurs gain experience in communications using standard procedures and a variety of modes under simulated-emergency conditions.
Format

The scoring format reflects broad objectives and encourages use of digital modes for handling high-volume traffic and point-to-point welfare reports out of the affected simulated-disaster area. Participants will find SET an opportunity to strengthen the VHF-HF link at the local level, thereby ensuring that ARES and NTS are working in concert. The SET will give all levels of NTS the chance to handle exercise-related traffic.

Test messages should carry the word “TEST” before the precedence; that is, “Test Priority” on phone and “TEST P” on CW. The text of such messages should also begin with the words “TEST MESSAGE.”

Preparing for SET

Emergency Coordinators

  • Sign up all available Radio Amateurs in the area under your jurisdiction and work them into your SET plans. Make special efforts to attract newly licensed Amateurs.
  • Call a meeting of all ARES members and prospective members to briefly outline (no details) SET activities and to give general instructions. Do not divulge the exact time or nature of the test to them at this time. This should come as a surprise. Take this opportunity to register new ARES members and get up-to-date information on others. Hold an on-the-air meeting if it’s not possible to meet in person.
  • Contact served agencies and explain the intent and overall purpose of the SET. Offer to send test messages to other branches of their agencies and invite officials to your ARES meetings and SET operating sites.
  • Contact officials of any adjacent communities having no active Amateurs and offer to provide representation in Amateur networks for them as well.
  • Arrange publicity in local newspapers and radio/TV stations by preparing an announcement and/or inviting the press to observe your group’s SET operation.
  • Set up liaison with one or more NTS local/section nets (if you don’t already have liaison) so you will have an outlet for all messages out of the local area.
  • Formulate your plans around a simulated disaster. Possible “plots” include: a flood, a serious fire, an ice storm, a missing person, a serious accident (automobile, bus, aircraft, for examples), a broken gas line, a tornado and so forth. Elaborate on the situation by developing a scenario but please be realistic.
During the SET
  • Announce the emergency situation. Activate the emergency net. Dispatch mobiles to served agencies.
  • Have designated stations originate messages on behalf of served agencies. Test messages may be sent simulating requests for supplies. Simulated emergency messages (just like real emergency messages) should be signed by an authorized official.
  • Emphasize tactical communications for served agencies.
  • As warranted by traffic loads, have liaison stations on hand to receive traffic on the local net and relay to your section net. You should also be sure that there is a representative on each session of the section net to receive traffic going to the local area.
  • Operate at least one session (or substantial segment of a session) of the local net on an emergency-only basis. Or, if a repeater is on emergency power, allow only emergency-powered stations to operate through the repeater for a certain time period.
After the SET

An important post-SET activity is a critique session to discuss the test results. All ARES members should be invited to the meeting to review good points and weaknesses apparent in the drill. Emphasize ways to improve procedures, techniques and coordination with all groups involved. Report your group’s effort to RAC and TCA and include any photos, clippings and other items of interest.

National Traffic System

The main function of NTS in an emergency situation is to tie together all of the various local activities and to provide a means by which all traffic destined outside of a local area, section or region can be systematically relayed to the addressee.

NTS routing should be followed. A valid exception is the handling of emergency traffic which should be routed as rapidly and efficiently as possible, bypassing various levels of nets when delivery can be expedited. Another exception is when one station is loaded down with traffic for one region or section. At the discretion of the Net Control Station (NCS), the station may be directed to bypass a normal channel and go directly to a lower (or higher) echelon net.

The interface between NTS and ARES lies in the liaison function between local nets and other NTS nets, particularly at the section level. Responsibility for representation of the local network on the section net lies with the local net manager who may or may not be the EC. Although we usually think of ARES members being the representatives in section nets, it is equally valid to expect NTS personnel to act as liaison to local nets.

At least one net session or substantial segment of a session should be conducted on emergency power. Plan a surprise session or two. Advise the NCS just before net time. If the NCS is unable to operate on emergency power, then someone else must be net control. Only stations operating on emergency power may report in during this time.

Summary

One of the first steps on the way to a successful SET is to try to get as many people involved as possible, especially new Amateurs. In a real emergency, we find Amateurs with all sorts of varied interests coming out of the woodwork. Let’s get them involved in SET so they will know more about how emergency communications should be handled. Promote SET on nets and repeaters. Sign up new, enthusiastic Amateurs. Many of those offering to help will be inexperienced in public-service activities. It’s up to you to explain to them what’s going on and provide them with useful roles. They may like it so much that they will become a permanent fixture in your ARES or NTS group.
