Amateur Radio during the current Global Pandemic

The Covid-19 pandemic has been a part of our daily lives for several weeks now and will most likely continue to be for some time. The pandemic is of particular concern for Radio Amateurs because ours is a hobby that can be practised by people of all ages from elementary schoolchildren to senior citizens. In fact, it is frequently one of the activities that many take up as they near or begin retirement and finally have the time and resources available to participate. Consequently, we have a high proportion of seniors among our members and indeed some of the Amateur Radio clubs affiliated with RAC are senior citizen organizations.

Canadians are being directed to stay home in order to limit their contact with other people and to “flatten” or “plank” the coronavirus curve. As result, Amateur Radio club meetings and public events have been cancelled and clubs are investigating ways to keep in touch with their members – who are being encouraged to limit direct personal contacts through social/physical distancing and self-isolation – by using existing or new Amateur Radio nets (see below) and/or internet-based communication tools such as Zoom, GoToMeeting, WebEx and many others.

Isolation can have its own potential problems for people who live alone. Amateur Radio is all about communicating and we have the necessary hardware and expertise to enable individuals to stay in touch with their families, friends and colleagues.

The Canadian Red Cross has prepared a “Psychological First Aid Pocket Guide” (PDF file, 631 kB; also shown below)  which “provides emotional and practical support to individuals, families and communities who are having difficulty coping. It is about establishing a connection with people in a compassionate non-judgmental manner to bring calm and comfort.” 

The Amateur Radio Emergency Service (ARES) is assisting the effort at every level. Some regions have already activated their Emergency Operations Centres to help coordinate agencies working the frontline and because of the current state of emergency declared by provinces, territories and municipalities. This does not mean that Amateur Radio Emergency Services are active or will be activated for this event. We provide communications services to mitigate potential failures and currently, despite the reports of concerns, there have been no reported issues.

Amateur Radio nets regularly connect individuals on a scheduled basis, but perhaps they can play additional roles during these difficult times such as helping isolated seniors keep contact with one another and allowing their colleagues and club members to help out when needed. We do not have a complete list of all Amateur Radio nets in Canada but the links at the end of this Message will provide a good start.

The impact and duration of the unprecedented global pandemic we now face has yet to be determined and it is difficult to plan in an uncertain future. However, although the RAC Head Office in Ottawa has been closed indefinitely, the majority of activities and responsibilities of the RAC administration are now being performed remotely. In addition, the RAC Board and Executive and all RAC committees and volunteers continue to work on behalf of all RAC members and for Amateur Radio in Canada and internationally.

The Amateur Radio Service consists of a diverse population, both in age and abilities, and Amateurs and Amateur Radio organizations are adapting to the current crisis and using their skills and knowledge to help in any way they can. RAC is also rising to the challenge and is now looking at ways to do things differently and to take advantage of our technical skills and recent technological advances. For example, we are now in the final stages of organizing both a Basic and an Advanced online Amateur Radio course.  More information about this new initiative will be posted on the RAC website in the coming days.

It is interesting that we are discussing this new need for Amateur Radio to provide assistance as we approach World Amateur Radio Day which is held every April 18. It was on that day in 1925 that the International Amateur Radio Union (IARU) was formed in Paris and Radio Amateurs worldwide now take to the airwaves each year in celebration.

Appropriately, the theme of World Amateur Radio Day is “Celebrating Amateur Radio’s contribution to Society” and Amateur Radio will play its part as the current global crisis unfolds. RAC is planning to celebrate World Amateur Radio Day this year on the air by inviting Amateurs in Canada and around the world to contact RAC official stations (VA2RAC, VA3RAC etc). The details are still being worked out and we will provide more information about this event in the near future.

RAC Online Basic Amateur Radio Qualification Course:

This course prepares students for the Innovation, Science and Economic Development Canada (ISED) Basic Qualification Level Operator Certificate exam to operate on allocated Amateur Radio frequencies.

The course will use the GoToMeeting web-based service and will start on Thursday, April 16 and will finish in mid-June. Classes will be held on Thursday evenings from 6 pm to 8:30 (1800 – 2030) Eastern Time (1900 – 2130 Atlantic Time) and Sunday afternoons 1 pm to 3:30 pm (1300 – 1530) Eastern Time (1400 – 1630 Atlantic Time).

The course instructor is Al Penney, VO1NO. Al was first licensed in 1977 and has been active in many areas of Amateur Radio including contesting, DXing, VHF/UHF weak signal, satellites, emergency communications and DXpeditioning. He has served as the President of six different Amateur Radio clubs in both Canada and the United States and currently chairs the International Amateur Radio Union (IARU) Region 2 Band Planning Committee. Al has taught the Basic Qualification Amateur Radio Course since 1994.

Cost: The registration fee for the course is $50 plus GST/HST. The cost of the Basic Study Guide is extra and an order link will be provided upon completion of payment.

144 – 146 MHz Removed from French Proposal for Additional Aeronautical Applications

The 144 – 146 MHz Amateur Radio segment has been removed from a French proposal to study spectrum additional for Aeronautical Mobile Service (AMS) applications. France had included the band, which comprises the entire 2 meter band in ITU Region 1, for consideration as a European Conference of Telecommunications and Postal Administrations (CEPT) position for World Radiocommunication Conference 2019 (WRC-19). Heading into a just-ended CEPT Conference Preparatory Group (CPG) meeting in Turkey this past week, France was holding firm on the proposal to have AMS share 144 – 146 MHz with Amateur Radio. The CPG meeting considered CEPT ECC positions on this and other issues for WRC-19.

The International Amateur Radio Union (IARU) had called the French proposal for 144 – 146 MHz “unsound” and contended that sharing of the current amateur allocation with AMS radio systems would not be possible “without a significant likelihood of mutual interference.”

The French spectrum study proposal would have had to gain approval from at least 10 CEPT countries at the CPG meeting — with not more than 6 opposing — to appear on the agendas of WRC-19 and WRC-23, where a final decision would be made.

Also at the CEPT meeting, at the insistence of the European Commission, a WRC-23 agenda item was considered necessary to address world-wide protection of Regional Navigational Satellite Systems (RNSS) from amateur emissions in the 23 centimeter band, 1240 – 1300 MHz. Delegates agreed to a draft WRC Resolution that stresses the importance of the band to the Amateur Service and explicitly excludes the removal of existing allocations as part of the proposed agenda item. The issue stems from reported incidents of interference to the Galileo GPS E6 signal on 1278.750 MHz.

Other Amateur Radio-related issues addressed at the CEPT CPG included:

  • Agreement to a European Common Proposal (ECP) on allocating 50 – 52 MHz to the Amateur Service in Region 1 (Europe, Africa, and the Middle East) on a secondary basis, with a footnote listing those countries where the Amateur Service will have a primary allocation in the band 50 – 50.5 MHz (WRC-19 Agenda Item 1.1).
  • Agreement to an ECP on spectrum to be considered for International Mobile Telecommunications (IMT), which does not now include the primary Amateur Radio band at 47 – 47.2 GHz (WRC Agenda Item 1.13).
  • Agreement to an ECP that retains the current regulatory position in the 5725 – 5850 MHz band that includes secondary Amateur Radio and Amateur Satellite allocations (WRC Agenda Item 1.16).
  • No change to an already agreed upon CEPT position on wireless power transmission (WRC Agenda item 9.1.6). This calls for no change in the Radio Regulations to address the question of operating frequency for wireless power transmission for electric vehicle charging (WPT-EV), but leaves open the question of spurious emissions from WPT-EV.

IARU Region 1 President Don Beattie, G3BJ, said that the IARU team at Ankara — the only representatives of the Amateur Service at the meeting — had presented clear and convincing arguments for Amateur Radio positions and that he was pleased that regulators had recognized the strength of the amateur case. He expressed his thanks to everyone who contributed to the outcome at CPG.

CEPT is one of the six regional telecommunications organizations but viewed as the most influential. The issues now move to WRC-19 in Egypt this fall for final resolution. IARU will be represented at the international gathering, which gets under way in late October.

Restraint Urged in Response to 2-Meter Reallocation Proposal

Representatives of International Amateur Radio Union (IARU) member-societies in Europe are advising restraint in the wake of a proposal to consider the allocation of 146 – 148 MHz to the Aeronautical Mobile Service (AMS) at World Radiocommunication Conference 2023 (WRC-23). France recently raised the prospect during a European Conference of Postal and Telecommunications Administrations (CEPT) meeting in Prague, held in advance of WRC-19. A WRC-19 agenda item would call for studying a range of frequencies for AMS applications, including 144 – 146 MHz, and a decision could be made at WRC-23.

The French draft resolution seeks studies of possible new AMS primary allocations in several bands in the range from 144 MHz to 22.2 GHz on a primary basis, “while ensuring the protection of existing services in those bands and, as appropriate, adjacent bands, and not constraining future development of these services.”

The Radio Society of Great Britain (RSGB) released a statement this week, in part pointing that as proposed, the French resolution “is not an eviction or re-allocation of amateurs, but nonetheless is unwelcome and presents significant challenges. Unlike some other bands where amateurs do share, aeronautical applications are amongst the most difficult due to the altitudes and long free-space distances involved.”

Any consideration to allocate additional services in a band that’s already allocated on a primary basis to an incumbent service — Amateur Radio, in this case — must begin with a sharing/compatibility study. The IARU has expressed “grave concern” to any proposal that would include 144 – 146 MHz in a WRC agenda item and has pledged to make every effort to fully protect Amateur Radio interests and seek the support of regulators.

At the Prague meeting, only Germany opposed the proposal, which has been carried forward to the higher-level CEPT Conference Preparatory Group (CPG) meeting in August. Support from at least 10 CEPT administrations and fewer than six in opposition would move the issue forward as a CEPT resolution, making it highly likely that it would appear on the agendas of WRC-19 and WRC-23.

In a post to the Moon-Net news group, Deutscher (German) Amateur Radio Club (DARC) Frequency Manager Bernd Mischlewski, DF2ZC, stressed the importance that Amateur Radio speak with a single voice and asked the Amateur Radio community to refrain from contacting individual administrations or the EU.

“This would weaken our position and take away power and vigor from the systematic approach by IARU and country Amateur Radio societies,” Mischlewski said. “This particularly applies [to] online petitions.” One frantic petition that’s collecting both signatures and donations calls on hams to “Stop the 2 Meter Band (144 – 146 MHz) being taken away from Radio Amateurs,” which is not what the draft French resolution would do. Mischlewski speculated that the primary reason for the scant opposition at Prague was the revised French proposal’s last-minute arrival. “Consequently, most other European countries had no time for internal discussions, let alone formulating their position,” Mischlewski said.

With the support of regulatory experts among its member-societies, IARU “is intensively working on executing their influence within the current process and trying to keep the 2-meter band as it is now,” Mischlewski said. He pointed out that funding for these activities comes from IARU member-societies. “So, those who left their country’s Amateur Radio society should perhaps reconsider their decision,” he added. “Without the commitment and the funds, the Amateur Radio community would have little influence in that process, let alone could be present at the relevant meetings.”

RSGB VHF Manager John Regnault, G4SWX, in a related Moon-Net post, said the flood of “fake news” on the issue propagated via social media and online petitions does not help Amateur Radio’s position.

“All IARU member societies have been briefed on a common position and messages for Amateur Radio,” Regnault said. “This message is not helped by the many wrong messages abounding on social media. IARU represents Amateur Radio in the various CEPT forums and ITU, and [it] will fight to maintain the best position it can for Amateur Radio. Progress will be slow, but I am hopeful that, in the end we will get a good result.” 

Space Pioneer Astronaut Owen Garriott, W5LFL, SK

ARRL reports the US astronaut who pioneered the use of Amateur Radio to make contacts from space — Owen K. Garriott, W5LFL — died April 15 at his home in Huntsville, Alabama. He was 88.

Garriott’s ham radio activity ushered in the formal establishment of Amateur Radio in space, first as SAREX — the Shuttle Amateur Radio Experiment, and later as ARISS — Amateur Radio on the International Space Station.

“Owen Garriott was a good friend and an incredible astronaut,” fellow astronaut Buzz Aldrin tweeted. “I have a great sadness as I learn of his passing today. Godspeed Owen.”

An Oklahoma native, Garriott — an electrical engineer — spent 2 months aboard the Skylab space station in 1973 and 10 days aboard Spacelab-1 during a 1983 Space Shuttle Columbia mission. It was during the latter mission that Garriott thrilled radio amateurs around the world by making the first contacts from space.

Thousands of hams listened on 2-meter FM, hoping to hear him or to make a contact. Garriott ended up working stations around the globe, among them such notables as the late King Hussein, JY1, of Jordan, and the late US Senator Barry Goldwater, K7UGA. He also made the first CW contact from space. Garriott called hamming from space “a pleasant pastime.”

“I managed to do it in my off-duty hours, and it was a pleasure to get involved in it and to talk with people who are as interested in space as the 100,000 hams on the ground seemed to be,” he said in an interview published in the February 1984 edition of QST. “So, it was just a pleasant experience, the hamming in particular, all the way around.”

Although Garriott had planned to operate on ham radio during his 10 days in space, no special provisions were made on board the spacecraft in terms of equipment — unlike the situation today on the International Space Station. Garriott simply used a hand-held transceiver with its antenna in the window of Spacelab-1. His first pass was down the US West Coast.

“[A]s I approached the US, I began to hear stations that were trying to reach me,” he told QST. “On my very first CQ, there were plenty of stations responding.” His first contact was with Lance Collister, WA1JXN, in Montana.

ARISS ARRL Representative Rosalie White, K1STO, met Garriott when he attended Hamvention, “both times, sitting next to him at Hamvention dinner banquets,” she recounted. “Once when he was a Special Achievement Award winner, and once with him and [his son] Richard when Richard won the 2009 Special Achievement Award. Owen was unassuming, very smart, kind, and up to date on the latest technology.” Garriott shared a Hamvention Special Achievement Award in 2002 with fellow Amateur Radio astronaut Tony England, W0ORE.

Richard Garriott, W5KWQ, was a private space traveler to the ISS, flown there by the Russian Federal Space Agency, and he also carried ham radio into space.

US Navy finds ham radio training makes “workers better at their jobs”

Can learning amateur radio make for better engineers and software developers?

Writing in C4ISRNET – Electronic Warfare, Eric Tegler says:

When a group of [US] Navy engineers and software developers took time away from their day jobs in December, they spent the time pursuing a task long considered passe: they became licensed amateur radio operators.

Some 23 employees from Naval Air Warfare Center Weapons Division (NAWCWD) took a week-long class in amateur radio at Point Mugu, California culminating with an FCC amateur radio license test. All passed and are certified at the “technician” level for amateur radio operation [permitted 200 watts on some HF bands, 1500 watts above 30 MHz].

Now, Navy officials say the move may make the workers better at their jobs. The staff gained an understanding of radio frequency (RF) propagation that’s essential to what they do, said Brian Hill, electromagnetic maneuver warfare experimentation lead and collaborative electronic warfare supervisor at NAWCWD.

Hill, who earned his amateur radio license in high school, noticed that while most of his department’s recent hires had degrees in computer science, many had little background in RF theory or operation.

“You can explain antenna patterns and concepts like omni-directional vs directional using Smith charts, but it’s helpful to add a demonstration to really convey the concept,” Hill said. “You can explain modulation as a concept, but for a demo… let them listen to how modulated digital signals with audio frequencies sound… For those who never knew the joy of hearing a 2400 bps modem connect over a telephone line, it was a new concept!”

These concepts are central to electromagnetic maneuver warfare.

“We need to be able to have awareness of all threats and opportunities from [zero frequency] to light within an integrated system,” Hill said. “Our adversaries are looking at the entire spectrum to use against us, and we need to do the same. Having awareness of how the atmosphere changes from daylight to night and how that affects propagation of [high frequency] is important.”

This can be critical for young developers/engineers whose experience is typically limited to the UHF/EHF-based systems now in vogue across communications, guidance and ISR technologies.

Simulated Emergency Test: October 2018

Date: Saturday, October 13

Note: In Ontario the Simulated Emergency Test will be held on Saturday, October 13 but at Emergency Operations Centres that are located in Municipal offices, that can’t get access on the weekend, the SET will also be held on Wednesday, October 10.

The Simulated Emergency Test is a North America-wide exercise in emergency communications, administered by the American Radio Relay League (ARRL) and the RAC Emergency Coordinators and Net Managers. Both the Amateur Radio Emergency Services (ARES) and the National Traffic System (NTS) are involved. The SET weekend gives communicators the opportunity to focus on the emergency-communications capability within your community, while interacting with NTS nets.

RAC administers our Canadian SETs. Among other objectives we aim to strengthen the relationship between ARES and served municipalities and relief agencies. It is vitally important that this be done at the local EC level.

The deadline for receipt of all reports is January 31, 2019.

Note: Please use the SET Report Form. No other format is acceptable for reporting SET activities.

After their chosen SET weekend, participating ECs, Net Managers or others must complete the SET forms online. Please send a copy to your Section Manager (SM) and to your Section Emergency Coordinator (SEC) or Section Traffic Manager (STM) as applicable. Please see the SET Report Form to submit an email copy for your own records.

Purpose of SET
  • To find out the strengths and weaknesses of the ARES, NTS and other groups providing emergency communications.
  • To provide a public demonstration to served agencies, such as the Red Cross, of Emergency Preparedness and, through the news media, of the value to the public that Amateur Radio provides, particularly in time of need.
  • To help Radio Amateurs gain experience in communications using standard procedures and a variety of modes under simulated-emergency conditions.
Format

The scoring format reflects broad objectives and encourages use of digital modes for handling high-volume traffic and point-to-point welfare reports out of the affected simulated-disaster area. Participants will find SET an opportunity to strengthen the VHF-HF link at the local level, thereby ensuring that ARES and NTS are working in concert. The SET will give all levels of NTS the chance to handle exercise-related traffic.

Test messages should carry the word “TEST” before the precedence; that is, “Test Priority” on phone and “TEST P” on CW. The text of such messages should also begin with the words “TEST MESSAGE.”

Preparing for SET

Emergency Coordinators

  • Sign up all available Radio Amateurs in the area under your jurisdiction and work them into your SET plans. Make special efforts to attract newly licensed Amateurs.
  • Call a meeting of all ARES members and prospective members to briefly outline (no details) SET activities and to give general instructions. Do not divulge the exact time or nature of the test to them at this time. This should come as a surprise. Take this opportunity to register new ARES members and get up-to-date information on others. Hold an on-the-air meeting if it’s not possible to meet in person.
  • Contact served agencies and explain the intent and overall purpose of the SET. Offer to send test messages to other branches of their agencies and invite officials to your ARES meetings and SET operating sites.
  • Contact officials of any adjacent communities having no active Amateurs and offer to provide representation in Amateur networks for them as well.
  • Arrange publicity in local newspapers and radio/TV stations by preparing an announcement and/or inviting the press to observe your group’s SET operation.
  • Set up liaison with one or more NTS local/section nets (if you don’t already have liaison) so you will have an outlet for all messages out of the local area.
  • Formulate your plans around a simulated disaster. Possible “plots” include: a flood, a serious fire, an ice storm, a missing person, a serious accident (automobile, bus, aircraft, for examples), a broken gas line, a tornado and so forth. Elaborate on the situation by developing a scenario but please be realistic.
During the SET
  • Announce the emergency situation. Activate the emergency net. Dispatch mobiles to served agencies.
  • Have designated stations originate messages on behalf of served agencies. Test messages may be sent simulating requests for supplies. Simulated emergency messages (just like real emergency messages) should be signed by an authorized official.
  • Emphasize tactical communications for served agencies.
  • As warranted by traffic loads, have liaison stations on hand to receive traffic on the local net and relay to your section net. You should also be sure that there is a representative on each session of the section net to receive traffic going to the local area.
  • Operate at least one session (or substantial segment of a session) of the local net on an emergency-only basis. Or, if a repeater is on emergency power, allow only emergency-powered stations to operate through the repeater for a certain time period.
After the SET

An important post-SET activity is a critique session to discuss the test results. All ARES members should be invited to the meeting to review good points and weaknesses apparent in the drill. Emphasize ways to improve procedures, techniques and coordination with all groups involved. Report your group’s effort to RAC and TCA and include any photos, clippings and other items of interest.

National Traffic System

The main function of NTS in an emergency situation is to tie together all of the various local activities and to provide a means by which all traffic destined outside of a local area, section or region can be systematically relayed to the addressee.

NTS routing should be followed. A valid exception is the handling of emergency traffic which should be routed as rapidly and efficiently as possible, bypassing various levels of nets when delivery can be expedited. Another exception is when one station is loaded down with traffic for one region or section. At the discretion of the Net Control Station (NCS), the station may be directed to bypass a normal channel and go directly to a lower (or higher) echelon net.

The interface between NTS and ARES lies in the liaison function between local nets and other NTS nets, particularly at the section level. Responsibility for representation of the local network on the section net lies with the local net manager who may or may not be the EC. Although we usually think of ARES members being the representatives in section nets, it is equally valid to expect NTS personnel to act as liaison to local nets.

At least one net session or substantial segment of a session should be conducted on emergency power. Plan a surprise session or two. Advise the NCS just before net time. If the NCS is unable to operate on emergency power, then someone else must be net control. Only stations operating on emergency power may report in during this time.

One of the first steps on the way to a successful SET is to try to get as many people involved as possible, especially new Amateurs. In a real emergency, we find Amateurs with all sorts of varied interests coming out of the woodwork. Let’s get them involved in SET so they will know more about how emergency communications should be handled. Promote SET on nets and repeaters. Sign up new, enthusiastic Amateurs. Many of those offering to help will be inexperienced in public-service activities. It’s up to you to explain to them what’s going on and provide them with useful roles. They may like it so much that they will become a permanent fixture in your ARES or NTS group.

4U1UN UN Amateur Radio Club Operation Could Resume Later this Year

ARRL – Outside of beacon signals, 4U1UN, the Amateur Radio club station at United Nations Headquarters in New York, has not been heard on the air since 2015, and only then under the commemorative 4U70UN call sign marking the UN’s 70th anniversary that fall, with operation from a ground-level garden area within the UN Headquarters complex. That could change soon. The 4U1UN station, once within the iconic UN building, was dismantled in 2010 and antennas removed in advance of extensive building renovations. But room for 4U1UN — which counts as a separate DXCC entity — was not allocated in the new building layout. UN staffer James Sarte, K2QI, the president of the United Nations Amateur Radio Club (UNARC), said in late July that “red tape” has been a roadblock to getting 4U1UN back on the air.

“It’s taken us years just to get the administration and security to allow us to resume beacon operations,” he told DX-World.net. “Security protocols became much tighter after 9/11. And when renovations [for] the Secretariat were completed, staff were no longer permitted to engage in any activities above the [Secretary-General’s] floor. That said, we’re slowly working to restore operations.”

Negotiations have been continuing off and on for a few years now, but Sarte says that any notion of returning to staffed operations from the station’s former forty-first-floor annex is a thing of the past. “Any such activity from the club will have to be done remotely from a broadcast booth that was loaned to us by the UN’s broadcast services section,” he explained. “The good news, however, is that new equipment was recently donated to the club that would make that a reality. The transceiver, amplifier, and associated network equipment are now in place. We also had a dedicated closed network line installed primarily for that purpose.” Operation would take place from UN Headquarters grounds.

Sarte said the remaining task is to install an antenna and begin testing, which, he estimated, should happen this month, and may already have begun.

“I know many have been waiting for the return of 4U1UN. No one wants to see it back on the air more than I do, but please understand that support for Amateur Radio operations by the [UN] administration has waned over the years. To get where we are today took a lot of cajoling and negotiation.” Most of the burden has fallen on Sarte, who said his workload has increased, plus funds are tight. “But I do promise that 4U1UN will be back on the air soon,” he concluded.

4U1UN is the 34th most-wanted DXCC entity, ahead of such Swain’s Island, Myanmar, and Yemen. Max de Henseler, HB9RS (SK), spearheaded the effort to establish a UN Headquarters Amateur Radio station in 1978. Before that, a UN Amateur Radio station operated as K2UN.

ARISS Packet Radio System Expected to be Back Late this Year

ARRL – The currently silent packet radio system on the International Space Station could be back on the air by year’s end.

Amateur Radio on the International Space Station (ARISS) hardware team members have located an original duplicate of the packet module that had been in use on the International Space Station (ISS) before failing more than a year ago after 17 years of service. With a new battery installed, the unit was tested and found to be functioning. The ARISS packet system in the space station’s Columbus module, operating on 145.825 MHz, quit last July after first experiencing some problems. All necessary paperwork has been completed to manifest the packet module on the Progress 71P spacecraft launch now set for Halloween, with docking on November 2.

“Installation date will depend on the crew’s busy schedule, but ARISS hopes packet can be online again by the end of November 2018,” ARISS said this week in a news release. ARISS said it’s heard from “many hams” who have been asking when the packet system will be back on the air.

When the ARISS packet module aboard ISS died in last year, the ARISS hardware team already was overburdened with the design and safety certification of the new interoperable radio system ARISS has been developing that’s set for launch next year. The team did attempt some basic troubleshooting of the old packet module but was unable to revive it and decided instead to dedicate all of its time to the new replacement radio system, including packet capability.

Early this year, thermal testing of the first flight-identical power supply for the new comprehensive radio system showed that some changes to air flow were needed. This change would delay launch of the new radio equipment from late 2018 to early 2019.

FCC Cites Baofeng Importer for Illegally Marketing Unauthorized RF Devices

The FCC has issued a Citation and Order (Citation) to Amcrest Industries, LLC(formerly Foscam Digital Technologies, LLC), an importer and marketer of popular and inexpensive Baofeng hand-held transceivers, alleging that the company violated FCC rules and the Communications Act by illegally marketing unauthorized RF devices. The FCC asserts that Amcrest marketed Baofeng model UV-5R-series FM hand-held radios capable of transmitting on “restricted frequencies.” The Baofeng models UV-5R and UV-5R V2+ were granted an FCC equipment authorization in 2012 to operate under Part 90 Private Land Mobile Radio Service (Land Mobile) rules.

“Under § 2.803 of the Commission’s rules, an entity may not market a device that is capable of operating outside the scope of its equipment authorization,” the FCC Citation said. “RF devices that have been authorized under Part 90 rules, such as the model as issue, must operate within the technical parameters established in those rules.” The FCC also maintained that the UV-5R 2+ is capable of operating at 1 W or 4 W, while the Part 90 Equipment Authorization limits the power output to 1.78 W.

Amcrest conceded that the units were capable of operating on restricted frequencies but told the FCC that, per discussions with the manufacturer, were “only capable of operating at 1 W, the FCC said. The company instructed the manufacturer to fix the problem and later confirmed with the manufacturer that all Amcrest inventory on order and in the future would operate only on 145 – 155 MHz and 400 – 520 MHz.

While the Citation does not mention Amateur Radio, the UV-5R series radios can be programmed in a channelized configuration to function on 2-meters and 70-centimeters. According to the Citation, Amcrest had added a warning in its user manuals and marketing and sales materials implying that the UV-5R V2+ could operate on unauthorized and restricted frequencies, including Part 87 Aviation Services frequencies, Part 80 Maritime Services frequencies, and frequencies reserved for federal government use. The FCC said Part 90 radios that permit the operator to use external controls to program and transmit on frequencies other than those programmed by the manufacturer are “generally prohibited.”

Amcrest told the FCC that it had ceased marketing four models in the Baofeng UV-5R series “a few years ago,” but it did not remove them from its website until last February. Numerous online retailers continue selling UV-5R series radios for less than $25, with some ads indicating that these are “ham” equipment.

Amcrest Industries, LLC, which owns and operates Baofengradio US, is an import, distribution, and marketing company based in Houston, Texas. It also sells hand-held transceivers under its own label.

“While we recognize Amcrest’s efforts to date to achieve compliance with the Commission’s rules, the company must nonetheless ensure the version of the UV-5R V2+ it is marketing operates only on frequencies specified in its Equipment Authorization,” the FCC said in its Citation. The FCC directed Amcrest “to take immediate steps to come into compliance with the Commission’s equipment authorization rules and cease marketing unauthorized RF devices in the United States.” Amcrest could face fines of nearly $20,000 per day if it fails to comply.
